February Motions from City Councilmembers Koretz and O’Farrell

 

Each month, we track the city council motions introduced by our two local city council representatives, Paul Koretz (CD 5) and Mitch O’Farrell (CD 13).

Motions are the first step – but only the first step – in the lengthy process of creating a new city ordinance. Once a motion is filed, it is sent to the appropriate City Council committee(s) for more thorough review, discussion, and votes on whether or not to advance the motion to other committees and/or the full City Council for further action – a process which can take weeks, months or, in some cases with very complex issues, years.

But lots of information is available about each motion being considered by the city, at every step of its journey through the Council process, and tracking individual motions is a good way to keep abreast of our Councilmembers’ concerns and activity. We hope these monthly columns help our readers learn more about the specific motions our local Council Members propose each month, and will help you follow – right from the beginning – specific issues you might find interesting or particularly important. 22-0144 – (O’Farrell – Price) Motion to authorize payment acceptance for the provision of City services that may be required for the Academy of Motion Picture Arts and Sciences (AMPAS) 94th Annual Academy Awards, at the Dolby Theatre, on March 27, 2022. Forwarded to: Full City Council.

22-0149 – (Blumenfield – Koretz) Motion to use funds from the General City Purposes Fund to fund any aspect of the Jewish American Heritage Month event. Forwarded to: Full City Council.

22-0190 – (O’Farrell – Krekorain) Motion to transfer/appropriate funds from the General City Purposes Fund for services in connection with the special recognition of the Transgender Day of Visibility on March 31, 2022, at City Hall, including the illumination of City Hall. 22-0130 – (Koretz – et al. de Leon) Motion to request the City Attorney report on the feasibility of implementing an ordinance similar to that of the City of San Jose’s proposed ordinance, to require gun owners in the City of Los Angeles to carry firearm liability insurance. 22-0154 – (Krekorian – Rodriguez – O’Farrell) Motion to instruct the Chief Legislative Analyst, with the assistance of relevant departments to report within 30 days on thefts that have occurred at city facilities over the last two years that have resulted in significant losses or damage to city assets. 22-0191 – (Koretz – Krekorian) Motion to transfer/appropriate funds from the General City Purposes Fund to be used for non-reimbursable overtime activities in Council District Five for the Wilshire Division, West Los Angeles Division, and Pacific Division. Forwarded to: Full City Council.

22-0120 – (Krekorian – O’Farrell) Motion to instruct the Los Angeles Department of Building and Safety, in consultation with the City Attorney and the Department of City Planning, to prepare and present an ordinance that streamlines and expedites the permitting process for electric vehicle charging stations. 22-0002-S10 – (Harris-Dawson – Price – Koretz) Motion to include in the City’s 2021-22 State Legislative Program its position on regulatory action by the California Public Utilities Commission that would disincentive the adoption of rooftop solar systems in disadvantaged and low-income communities. 22-0118 – (de Leon – O’Farrell) Motion to instruct the Chief Legislative Analyst, in coordination with the Bureau of Sanitation and Office of Community Beautification, to report on the resources used to address trash pickup and illegal dumping in the city. 22-0121 – (de Leon – O’Farrell) Motion to instruct the Bureau of Sanitation and requesting the City Attorney to report on the resources needed to establish a robust illegal dumping enforcement and prosecution program. 22-0002-S20 – (O’Farrell – Krekorian – de Leon – Martinez) Resolution to include in the City’s 2021-2022 State Legislative Program its position on SB 45 (Portantino) to direct CalRecycle, with the California Air Resource Board, to provide assistance to local jurisdictions for organic waste diversion programs.
