February Motions from City Councilmembers Yaroslavsky and Soto-Martinez

 

Each month, we track the city council motions introduced by our local City Council representatives Katy Yaroslavsky (CD5) and Hugo Soto-Martinez (CD 13).  Motions are the first step in the lengthy process of creating a new city ordinance. Once a motion is filed, it is sent to the appropriate City Council committee(s) for review, discussion, and votes. Tracking individual motions is a good way to stay informed about our Councilmembers’ concerns and activity, as well as specific issues you may be interested in.  For more information about a motion, to read its full text, or to track its progress through the Council process, just click on the Council File number next to each item below. Celebrations & Commemorations

23-0147 – (Soto-Martinez – Krekorian) Motion to transfer and/or appropriate funds from the Heritage Month Celebrations and Special Events line item in the General City Purposes Fund for the Council District Thirteen special observation at City Hall on February 24, 2023, of the anniversary of the invasion of Ukraine, including the illumination of City Hall. 23-0209 – (Park – Yaroslavsky– et al.) Motion to transfer and/or appropriate funds from the Heritage Month Celebration and Special Events line item in the General City Purposes Fund for services in connection with the Council District Eleven special recognition of International Women’s Day 2023 at City Hall, on March 8, 2023, including the illumination of City Hall. 23-0002-S29 – (Blumenfield – Soto-Martinez – Lee) Resolution to the City to include its support in the 2023-24 State Legislative Program for SB55 (Umberg) which would prohibit the sale of vehicles without an etched or engraved vehicle identification number on the catalytic converter. 23-0194 – (McOsker – Yaroslavsky) Motion to instruct the Los Angeles Police Department, with assistance from the City Administrative Officer, to report on identifying the necessary resources to promote and track the use of California Red Flag laws to file the Gun Violence Restraining Orders. 23-0144 – (Blumenfield – Yaroslavsky) Motion to instruct the Bureau of Engineering and the Bureau of Sanitation to report on the condition and status of the City’s storm drain system, cost estimates to conduct necessary repairs, and prioritize repairs based on storm drain performance in the recent January 2023 storms. 21-1041 – (Raman –Yaroslavsky – Soto-Martinez) Motion to amend the Council Actions of December 8, 2021 and February 16, 2022, to transfer and appropriate additional funds from the Additional Homeless Services line item, to cover service costs for the period October 1, 2022 to December 31, 2022, and to authorize the Los Angeles Housing Department to amend Contract C-140706 to add additional funds to support the Council District Four Encampment to Home program. 23-0148 -(Raman – Yaroslavsky) Motion to direct the Housing Authority of the City of Los Angeles, with the Los Angeles Homelessness Services Authority and any relevant City departments, to report with a plan to address the factors causing delays in moving voucher-holders into permanent housing units. 23-0151 – (Raman – Yaroslavsky) Motion to authorize the General Manager, Los Angeles Housing Department, to apply for, accept, and execute a new grant agreement with Housing and Urban Development (HUD), for the Lead Hazard Remediation Program. Forwarded to Housing and Homelessness Committee.

21-0329-S4 – (Yaroslavsky – Price Jr) Motion to instruct Chief Legislative Analyst, in coordination with Los Angeles Homeless Services Authority and relevant City Departments including but not limited to the Chief Administrative Officer, Los Angeles Police Department, City Attorney, Bureau of Sanitation, and Bureau of Streets Services, requested input from homeless service providers, County Homeless Initiative, and the LAHSA Lived Experience Advisory Board, report back within 60 days. 23-0002-S19 – (Rodriguez – Krekorian – Soto-Martinez) Motion to amend the Council Action of February 10, 2023, to include in the City’s 2023-24 Federal Legislative Program, its position on any legislation and administrative action which would result in diplomatic action to open the corridor and ensure safe passage between Armenia and Artsakh, humanitarian assistance, and action against the regime in Azerbaijan. 23-0159 – (YaroslavskySoto-Martinez) Resolution to stand in solidarity with Eyvin Hernandez, his friends and family, the Los Angeles community, and the State of California, in advocating the negotiation for his immediate release from the maximum security prison, General Directorate of Military Counterintelligence, in Caracas, Venezuela. 23-0152 – (Park – Soto-Martinez) Motion to instruct the Department on Disability, with the assistance of the City Attorney, to report on the feasibility of drafting an ordinance to require businesses in the City to activate closed captioning on all of their televisions in public spaces. 17-1071-S1 – (Raman – et al. – Yaroslavsky) Motion to instruct City Planning, with support from Department of Transportation and all relevant agencies, to expeditiously amend the Ventura/Cahuenga Boulevard Corridor Specific Plan to streamline signage reviews and other simple cases such as changes of use to assist local businesses; to update and modify the language of the Specific Plan to reflect recently adopted ordinances.
