GWNC Refreshes Statement on City Council Redistricing; Weighs in on Land Use Issues

At its monthly meeting last night, the Greater Wilshire Neighborhood Council once again re-stated its official position on the city council redistricting process, weighed in on a number of local land use issues, and provided updates on a few other activities.

 

City Council Redistricting

 

The GWNC held a Special Meeting just last week to officially update its position on City Council redistricting, which was that it would prefer that the entire GWNC area be united in CD5, but if that wasn’t possible, to accept splits of two small areas into CD 13, as recommended by the Los Angeles City Council Redistricting Commission in its final version of Draft Plan K 2.5.

But GWNC president Conrad Starr re-agendized the issue for last night’s meeting after seeing at least one reference from the Los Angeles City Council mistakenly reporting that the GWNC had submitted a Community Impact Statement supporting the Council’s currently recommended “Hybrid” map, which splits the GWNC area much more significantly between CDs 5 and 13.   Starr noted this error, which he also called out in public comment at yesterday’s Special Meeting of the City Council, and suggested a new motion re-stating the GWNC’s request to remain united in CD 5 if possible, and also specifically expressing opposition to the Hybrid map’s more significant splits of the GWNC area between Council Districts 5 and 13.   The motion passed by a margin of 11 votes in favor and 7 abstentions.

 

Land Use

 

Conforming to the recommendations of its Land Use Committee, the GWNC board also last night voted to officially:

  • Support the Hollywood Media District Business Improvement District’s current beautification project for the Highland Ave. medians between Melrose and Waring Avenues.
  • Oppose the construction of two condominiums at 813-815 N. Orange Dr. as currently presented, pending further discussion about removal of an existing street tree at the location.
  • Oppose the demolition of existing structures and the construction of a two-story duplex at 848-850 N. Orange Dr., pending further discussion about street trees at the location.
  • Oppose the demolition of the existing structures and construction of a new two-story duplex at 813 N. Cherokee Ave., as currently presented.
  • Oppose the demolition of the existing structure and construction of a new duplex at 839 N. McCadden Pl., pending neighborhood outreach and a presentation to the GWNC’s Land Use Committee.

 

Other Business

 

In other business last night, the GWNC board voted to:

 

  • Appoint stakeholder (and former GWNC board member) Max Kirkham to be the GWNC’s liaison to the Los Angeles Neighborhood Council Coalition (LANCC)
  • Approve promotions for the GWNC’s upcoming virtual Town Hall event – “Electric Vehicles vs. Gas Vehicles – Which is Best for Me?” – scheduled for next Wednesday, November 17, at 6 p.m.
  • Confirmed the appointment of GWNC board member Brian Curran as a member of the GWNC Land Use Committee
  • Confirmed the appointment of Tommy Atlee, stakeholder member of the GWNC Land Use Committee, as the committee’s new secretary.
  • Approved that the GWNC board opt in as a site coordinator sponsor/agency for the 2022 Annual Homeless Count, with board member Christopher Hauck and stakeholder Max Kirkham as site coordinators.

 

The next meeting of the GWNC board is scheduled for Wednesday, December 8, at 6:30 p.m., via Zoom.
