November & December Motions from CD 5 & CD13 Councilmembers Old & New

 

Each month, we track the city council motions introduced by our local City Council representatives from Council Districts 5 and 13.  The Council is now in recess until January, but the last month and a half has been a whirlwind for Los Angeles’ legislative body – first, there were protest-fueled disruptions and cancellations of several Council meetings in the aftermath of the now-infamous leaked audio recording that resulted in the resignation of City Council President Nury Martinez…followed by the big city elections, a flurry of new motions by our outgoing councilmembers Paul Koretz and Mitch O’Farrell, the swearing in of our new council members Katy Young Yaroslavsky (CD5) and Hugo Soto-Martinez (CD13), and the introductions of their first motions to the Council.  (All in just six weeks or so!)

As we know, motions are the first step in the lengthy process of creating a new city ordinance. Once a motion is filed, it is sent to the appropriate City Council committee(s) for review, discussion, and votes. These were the final motions introduced or co-sponsored in November and December by outgoing Councilmembers Koretz and O’Farrell (which will continue to proceed through the city approval process, even though their authors have bowed out), and the first round of motions from new Councilmembers Yaroslavsky and Soto-Martinez, who were sworn in to their offices just a week ago.

22-1322 – (Koretz – Buscaino) Motion to allocate funds from the Council District 5 portion of the Neighborhood Service Enhancements line item in the General City Purposes Fund, in equal portions, to FixNation, Stray Cat Alliance, and Kitten Rescue, to reduce the overpopulation of feral kittens and cats through spay neuter programs, life-saving and community care programs for kittens and cats, as well as rescue programs. 22-1112 – (Krekorian – O’Farrell) Motion to amend the Council Action of October 4, 2022, regarding the TUMO Los Angeles Center Project, to authorize additional CDBG funds to be allocated to TUMO’s acquisition and increase the total Reserve Fund Loan. Referred to full City Council.

22-1455 – (Lee – O’Farrell) Motion to authorize the Department on Disability to accept a monetary donation from Disney Worldwide Services, Incorporated, for the ReelAbilities Film Festival: Los Angeles 2022. Referred to full City Council.

22-1456 –  (Lee – O’Farrell) Motion to authorize the Department on Disability to accept a donation from CBS Television Network for the ReelAbilities Film Festival Los Angeles 2022. Referred to full City Council.

21-1413-S1 – (Krekorian – Koretz) Motion to direct the Department of General Services to erect a Christmas tree and an unlit Menorah, in the City Hall Rotunda during the December holiday season, as well as any other symbols of holidays celebrated during this time, and acknowledge the tree gift from the International Brotherhood of Electrical Workers, Local 11, and the National Electrical Contractors Association, Los Angeles County Chapter, with the installation coordinated by Project Restore. 22-0777-S1 – (Koretz – Buscaino) Motion to allocate funds from the Neighborhood Service Enhancements line item in the General City Purposes Fund for Pacific Division, Wilshire Division, and West Los Angeles Division, for non-reimbursable overtime activities in Council District Five. 21-0890-S2 – (O’Farrell – Krekorian) Motion to instruct the Bureau of Street Lighting, with the assistance of the Department of Water and Power and the City Administrative Officer, to issue a report greatly expanding EV charging on the public right of way and inclusion of level 3 charging options, with a visualization of the infrastructure needs citywide. 21-0890-S3 – (KoretzO’Farrell) Motion to request the City Attorney, in consultation with the Department of City Planning, Department of Transportation, Office of Petroleum and Natural Gas Administration and Safety, Los Angeles Department of Water and Power, and the General Services Department, prepare and present an ordinance terminating the sale of new gasoline, diesel and natural gas passenger vehicles in Los Angeles by 2030. 21-1039-S2 – (O’FarrellKoretz) Motion to instruct the Bureau of Engineering and the Los Angeles Department of Water and Power to report on the necessary steps to implement the elements found within the 2022 California Building Energy Efficiency Standards update, and to make recommendations to ensure that all future city owned sites, facilities or park-sites are built to be net-zero projects. 22-1466 – (KoretzO’Farrell) Motion to request the Los Angeles World Airports to work with the Federal Aviation Administration, the California Geologic Energy Management Division, the Office of Petroleum and Natural Gas Administration and Safety, Los Angeles Emergency Management Department, Bureau of Sanitation, and City Administrative Officer to report on the potential physical and fiscal impacts should the Playa del Rey Gas Storage facility erupt. 22-1467 – (KoretzO’Farrell) Motion to instruct the Department of Water and Power to report on the efforts to engage Peabody Energy, the U.S. Department of Interior, and others in the funding, cleanup and complete remediation of both the Black Mesa and Kayenta Coal mines, as well as the Mojave Generating Station and the Navajo Generating Station, and related areas, including buildings, roads and rail lines. 22-1468 – (Koretz – Blumenfield) Motion to direct the City Administrative Officer, in consultation with the City Attorney, the Climate Emergency Mobilization Office, and Los Angeles World Airports, to report on the creation of a greenhouse gas pollution fee for private jets flying into and out of Los Angeles airports. 22-1469 – (KoretzO’Farrell) Motion to direct all relevant municipal government agencies who install landscaping, to discontinue the practice of planting non-native landscaping plants and trees and, using the ecotope map created in the LA City Biodiversity Index as a guide, plant only appropriate native plants and trees. 22-1470 – (Koretz – Price) Motion to authorize the City Clerk, with assistance from the City Administrative Officer, to reappropriate uncommitted funds from Fiscal Years 2021-22 and 2022-23 for the South Robertson Neighborhood Council, for the purpose of community improvement projects, tree planting, stump removal, and watering maintenance. 23-0002-S8 – (Krekorian – O’Farrell) Resolution to include in the City’s 2023-24 Legislative Program its position or sponsorship of legislation that establishes specified procedures for the administrative and judicial review of the environmental review and approvals granted for new and upgraded transmission lines required to supply and maintain reliability of energy services to the City of Los Angeles. 23-0002-S10 – (Krekorian – O’Farrell) Resolution to include in the City’s 2023-2024 State Legislative Program, its position or sponsorship for any legislation that provides any appropriation of funds to the Los Angeles Department of Water and Power. 22-1544 – (Koretz – Bonin) Motion to direct the Chief Legislative Analyst and the City Administrative Office to report on the impact of having all City Departments cease travel to conferences, including cost and greenhouse gas emissions savings, possible loss of information and/or influence of the City, and on a strategy to communicate to all relevant conference hosts that the City of Los Angeles will participate only via video technology. 22-1547 – (O’FarrellKoretz) Motion to instruct the Bureau of Street Services, with the assistance of the Cultural Heritage Commission, to report on the feasibility of and recommendations for also designating the California native Coastal Live Oak (Quercus agrifolia) as an official tree of the City of Los Angeles. 22-1566 – (Yaroslavsky – Krekorian) Motion to instruct the City Planning Department, in consultation with the City Attorney, the Climate Emergency Mobilization Office, and other departments as appropriate, to report on the process, timing, costs, potential funding sources, and benefits of adopting a Climate Action and Adaptation Plan into the City’s General Plan. 22-1576 – (Soto-Martinez – Blumenfield) Motion to direct the Department of Transportation, in coordination with Metro, to report with a list of bus priority projects and bike infrastructure projects that could be implemented within 18 months, and top ten most dangerous locations for pedestrians and a plan to improve them within 18 months, in Council District Thirteen. 22-1579 – (Rodriguez – Yaroslavsky) Motion to authorize the General Services Department, with the assistance of the City Attorney, to negotiate a non-profit lease agreement with Los Angeles Neighborhood Land Trust, for the operation and maintenance of the Tupper Street community green space located at 15201 Tupper Street. 22-1486 – (O’Farrell – Rodriguez – et al.) Motion to call upon the Federation Internationale de Football Association (FIFA), the International Olympic Committee (IOC), and other international sports and major event organizers, to codify human rights within their bylaws, require and promote the fair treatment of workers, women, LQBTQ+ community members, and all marginalized people as a condition for participating nations and cities wherever international sporting events are held.
