CD4 Announces New Staff for Planning, Legislation, and Economic Development

Los Angeles City Councilmember Nithya Raman yesterday announced the hiring of three more key staffers for the District 4 council office.  According to a press release:

Mashael Majid will oversee all planning projects across CD4 and shepherd the office’s long-term planning goals through City Council, as well as updates to the city’s Community Plans, Housing Element, and re:codeLA.

Josh Nuni will lead the development of CD4’s legislative agenda, steering our office’s work developing efficient, equitable, and sustainable policies in response to LA’s intertwined housing, racial justice, and climate crises.

Gregory Randolph will consult with our office on providing resources and solutions for CD4’s small business community, ensuring our local businesses recover from a devastating year and remain a resilient and vibrant force in the economic and cultural fabric of our neighborhoods.

“Mashael, Josh, and Gregory have each demonstrated innovation, skill, and capability in their respective areas of expertise,” Raman said in the public statement. “I am excited to work closely with each of them in shaping our office’s proactive agenda with the kind of dedication, imagination, and compassion we strive for in all our work.”

Mashael Majid
Planning Director

Prior to joining CD4, Mashael worked at Los Angeles City Planning, where she co-managed the Van Nuys-North Sherman Oaks Community Plan Update, one of many Community Plan updates currently underway in the City of Los Angeles, and helped launch the Department’s new Office of Racial Justice, Equity, and Restorative Planning.

Her professional experience includes leading participatory planning workshops to empower groups typically excluded from local land use decisions; supporting broad-based coalitions in winning public benefits as part of large-scale development projects; and coordinating renters’ rights campaigns and other housing advocacy efforts.

Mashael is from Los Angeles and received her BA in Political Science from the University of California, Los Angeles and Master of Urban Planning from the University of Illinois Urbana-Champaign. She looks forward to engaging constituents in advancing strategies to create more inclusive, affordable, connected, and opportunity-rich neighborhoods throughout the district and city.

Josh Nuni
Legislative Director

Prior to joining the team, Josh served as Legal & Policy Deputy for LAUSD School Board Member Jackie Goldberg, where he helped craft resolutions committing the school district to transition to 100% clean energy and reimagining school safety with less reliance on school police.

Josh is a civil rights lawyer by training and has represented individuals and families fighting for their rights as they came into contact with law enforcement, jails, and prisons. He is a graduate of Deep Springs College, Harvard University, and Yale Law School.

A native Angeleno, Josh lives in CD4 and recently served as a representative on the Los Feliz Neighborhood Council, which prompted him to found the Progressive Neighborhood Council Alliance. Outside of his work for our office, he currently serves on the Executive Board of the California Democratic Party representing Assembly District 43.

Gregory Randolph
Policy Advisor, Economic Development

Gregory Randolph is a researcher, writer, and policy specialist focused on issues of labor, economic development, and urbanization. He is passionate about building resilient local economies that serve the wellbeing of communities — around the world and especially in his adoptive city of Los Angeles. He will work with the council office on policies to ensure that LA’s economic recovery from COVID-19 is equitable, inclusive, and supportive of small and local enterprises.

Gregory is the founding partner of a global non-profit research institute, the Just Jobs Network, which advises governments on labor market policies. He is a PhD candidate in urban planning and development at USC’s Price School of Public Policy and a Fulbright-Hays Scholar. His writing has appeared in media outlets such as the Washington Post and the Wall Street Journal.
