July Motions from City Councilmembers Koretz and O’Farrell

 

Each month, we track the city council motions introduced by our two local city council representatives, Paul Koretz (CD 5) and Mitch O’Farrell (CD 13).

Motions are the first step – but only the first step – in the lengthy process of creating a new city ordinance. Once a motion is filed, it is sent to the appropriate City Council committee(s) for review, discussion, and votes on whether or not to advance the motion to other committees and/or the full City Council for further action – a process which can take weeks, months or, in some cases with very complex issues, years.

But lots of information is available about each motion being considered by the city, at every step of its journey through the Council process, and tracking individual motions is a good way to keep abreast of our Councilmembers’ concerns and activity. We hope these monthly columns help our readers learn more about the specific motions our local Council Members propose each month, and will help you follow – right from the beginning – specific issues you might find interesting or particularly important. Alcohol Licensing and Policies

 

22-0798 – (Krekorian – O’Farrell) Motion to insstruct the Economic and Workforce Development Department, with assistance from the City Administrative Office and Chief Legislative Analyst, to report on a plan for providing the Responsible Beverage Service Training Program (RBSTP) online and/or in person to businesses at each of the City’s BusinessSource Centers. Forwarded to the Economic Development and Jobs Committee.

22-0002-S106 – (Koretz – Martinez) Resolution to include in the City’s 2021-2022 State Legislative Program its position on SB 930 (Wiener), which would allow select cities in California to issue permits extending the cutoff time for alcohol sales to 4:00 a.m. Forwarded to the Rules, Elections, and Intergovernmental Relations Committee.

 

Beautification & Sanitation

 

22-0797 – (Krekorian – O’Farrell) Motion to instruct the Bureau of Sanitation to report on a strategy to coordinate efforts with Los Angeles County and CalTrans when cleaning public spaces and when addressing illegal dumping on multi-jurisdictional locations in the City of Los Angeles. Forwarded to the Energy, Climate Change, Environmental Justice, and River Committee.

21-1392 – (de Leon – O’Farrell) Motion to transfer funds from the Central Los Angeles Recycling and Transfer Station Community Amenities Trust Fund, and amend Contract No. C-136595 with Gang Alternatives Program, for beautification services within Council District 14. Forwarded to full City Council.

 

Housing & Homelessness

 

22-0002-S105 – (O’Farrell – de Leon – et al.) Resolution to include in the City’s 2021-2022 State Legislative Program its position on legislation or administrative action to study and then fund State acquisition or lease, to open the former St. Vincent’s Hospital in Los Angeles to provide urgently needed care and beds to persons experiencing homelessness. Forwarded to the Rules, Elections, and Intergovernmental Relations Committee.

 

Miscellaneous

 

22-0856 – (Krekorian – O’Farrell) Motion to transfer/appropriate funds from the Reserve fund to the Unappropriated Balance Fund, and authorizing the Controller to re-issue a check to replace the fraudulent payment for payee LA City Cab LLC. Forwarded to full City Council.

22-0858 – (Koretz – Harris-Dawson) Motion to hold a TEFRA public hearing and adopting the TEFRA Resolution for the real property located at 10584 Putney Road, in Council District Five. Forwarded to full City Council.

22-0863 – (Koretz – et al. – Price) Motion to instruct the Bureau of Contract Administration, with the assistance of the Chief Legislative Analyst, City Attorney, and Chief Procurement Officer, to report with recommendations for amending the Local Business Preference Program to provide an additional bid preference to businesses located in the City of Los Angeles. Forwarded to the Economic Development and Jobs Committee.

22-0002-S108 – (Koretz – de Leon) Resolution to include in the City’s 2021-22 State Legislative Program its position on AB 2183 (Stone), which would allow farmworkers, during union representation elections, to choose between voting methods. Forwarded to the Rules, Elections, and Intergovernmental Relations Committee.

22-0868 – (Martinez – Koretz) Motion to hold a Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) hearing and adopting the TEFRA Resolution for Vose Apartments, a multifamily housing project, located at 14431 Vose Street, in Council District Six. Forwarded to full City Council.

 

Public Health

 

22-0002-S109 – (Koretz – Blumenfield – et al.) Resolution to include in the City’s 2021-22 Federal Legislative Program, administrative or legislative action to encourage the U.S. Department of Health and Human Services to secure additional supplies of the JYNNEOS vaccine to be sent to Los Angeles County, and is further stated in this Resolution. Forwarded to the Rules, Elections, and Intergovernmental Relations Committee.

22-0871 – (Martinez – Koretz) Motion to authorize the General Manager, Los Angeles Housing Department, to apply, accept and execute the new grant agreement with HUD for the Lead Hazard Reduction Program, and report on the notice of award, grant agreement, and program design. Forwarded to the Housing Committee.

22-0873 – (Koretz – Blumenfield – et al.) Motion to request the Los Angeles County Department of Public Health to report on the ongoing monkeypox health emergency.  Forwarded to the Arts, Parks, Health, Education, and Neighborhoods Committee.
