
Officials from the Los Angeles Department of Transportation have agreed to participate in a meeting hosted by the Hancock Park Homeowners Association to discuss the 4th Street Greenway Mobility Plan for Hancock Park.
The meeting, set for Tuesday, May 11 at 6:00 p.m. on Zoom, was announced this week by the Hancock Park Homeowners Association in an email inviting all neighbors to attend the Zoom webinar with LADOT and “Have your questions answered!”

“We are thrilled to have this community meeting which is open to everyone who is interested in what LADOT is proposing to do at the intersections at 4th Street and Rossmore and Highland Avenues,” Hancock Park HOA President Cindy Chvatal-Keane told the Buzz. “Our neighborhood is the most impacted by these proposals and we are pleased to have the opportunity for everyone to participate in a conversation with LADOT to learn more about what they are proposing and why.”
Chvatal-Keane shared with us an email she sent to residents listing improvements the neighborhood would like to see implemented by LADOT.
“Last summer your Hancock Park HOA surveyed the community and put forth an economically feasible plan that would allow for immediate action on 4th street,” wrote Chvatal-Keane in the email that she shared with the Buzz. “The vast majority (400 vs 4) of people who live on or adjacent to and/or use 4th on a daily APPROVED of this plan and opposed the Bike Light/Restricted turn proposal. This plan will improve the street for ALL those in the City who use the street-walkers, joggers, bicyclists and drivers.”
She shared the following list of suggestions Hancock Park HOA proposed to the LADOT Active Transportation Department using funds made available for 4th Street Greenway enhancements or mitigations for safety improvements between Highland and Rossmore:
- 1) Add painted crosswalks at Highland and Rossmore at 4th street.
- 2) Install needed HOPZ designed and City approved ADA curbs on 4th where needed between Rossmore and Highland on 4th street.
- 3) Repair sidewalks and street sections using designs that preserve our tree canopy,
- 4) Require an LADOT to conduct a comprehensive traffic study to determine any future needs for 4th Street. And that all methodology and results be made available to the HP community for review.
- 5) Require the traffic lights already installed at Melrose, Rosewood, 3rd, Beverly, 6th and Wilshire be synced and appropriately timed.
- 6) That no stop signs can be removed from 4th street in Hancock Park.
- 7) Require the City and GWNC to include the Hancock Park community in any future discussions regarding 4th Street.
LADOT officials have not yet responded to the association’s suggestions.

This wreaks of White Privilege. We don’t own the streets. Make them safe for all the people who bike, walk and run on 4th Street. Instead of allocating public funds for concrete streets, build better safer streets for all.
I concur. It’s called a 4th Street Greenway. Let’s make sure the plan turns 4th St into a place where bikers, pedestrians, and all people can enjoy our beautiful neighborhood.
