Larchmont Village Party House Cited

Party house at 310 N. Lucerne Blvd was cited by LAPD officers over the weekend.

After numerous calls to LAPD from neighbors, the party house at 310 North Lucerne Blvd. in Larchmont Village was finally cited by LAPD officers for violating the city’s COVID-19 Stay-At-Home order and the city’s municipal code against unruly and noisy gatherings. However, what happens next is unclear.

According to Mehrnoosh Zahiri Naderi, Deputy City Attorney and Wilshire Neighborhood Prosecutor, the matter is under investigation and her office is waiting to review all the investigative reports before making a determination on how to proceed. We also asked about when the utilities might be shut off, as indicated on the citation notice, and were told those matters are handled between LAPD and the Mayor’s office. (Our calls to the Mayor’s office have not yet been returned.)

Larchmont Village residents have been asking city agencies to shut down the activity at this house for months. As we reported this summer, residents have observed large parties at the home, owned by real estate developer Youval Ziv, since January. LAPD has been called numerous times for both noise violations and the prohibition on large gatherings during the pandemic…but this is the first time a citation has been issued. Occupants of the house have since taken down the notices, according to residents.

After a very active summer, events at the house were quiet until recently as various relatively short term tenants came ane went, according to nearby residents. Starting early in December, residents reported seeing a party promoter, who had rented the house earlier, hosting several large parties with loud music until 3 a.m. LAPD did not respond to calls for parties on December 2 and December 6, but did come to a call placed on December 11 around 4 a.m., at which time they posted the “notices of final warning.”
