May Motions from City Councilmembers Koretz and O’Farrell

 

Each month, we track the city council motions introduced by our two local city council representatives, Paul Koretz (CD 5) and Mitch O’Farrell (CD 13).

Motions are the first step – but only the first step – in the lengthy process of creating a new city ordinance. Once a motion is filed, it is sent to the appropriate City Council committee(s) for review, discussion, and votes on whether or not to advance the motion to other committees and/or the full City Council for further action – a process which can take weeks, months or, in some cases with very complex issues, years.

But lots of information is available about each motion being considered by the city, at every step of its journey through the Council process, and tracking individual motions is a good way to keep abreast of our Councilmembers’ concerns and activity. We hope these monthly columns help our readers learn more about the specific motions our local Council Members propose each month, and will help you follow – right from the beginning – specific issues you might find interesting or particularly important. 20-1177 – (Koretz – Blumenfield) Motion to instruct the Los Angeles Animal Services Department and its contractor, The Glue, LLC, to report on the status of the performance and deliverables on marketing, fundraising, public education, website development and social media services. 22-0002-S75 – (Koretz – Blumenfield) Resolution to include in the City’s 2021-2022 State Legislative Program its position on AB 2606 (Carrillo), which would prohibit an individual from declawing a cat for any reason other than a therapeutic purpose. 21-0100-S2 – (Koretz– Bonin) Motion to approve the street banner campaign being coordinated by the Century City Chamber of Commerce, as a City of Los Angeles Non-Event Street Banner Program, for the period of July 2022 to April 2023.  Forwarded to full City Council.

22-0614 – (O’Farrell – Price) Motion to approve the street banner campaign sponsored by the Department of Recreation and Parks celebrating the 41st Annual Lotus Festival at Echo Park, as a City Event Street Banner Program for the period May 27, 2022 through July 15, 2022. Forwarded to full City Council.

22-0631 – (Koretz – Blumenfield – et al.) Motion to name the intersection at Fairfax Avenue and Rosewood Avenue as “Sylvia Levin Democracy Square” and directing the Department of Transportation to erect four permanent ceremonial signs to this effect, at this location. Climate Change, Energy & Environmental Issues

 

22-0528 – (O’Farrell – Koretz – Krekorian) Motion to request the Los Angeles Department of Water and Power (LADWP) and the Metropolitan Water District report on current and projected water drought conditions statewide for all sources of water and potential impacts to LADWP ratepayers, and as further requested. 22-0530 – (O’Farrell – Krekorian – Koretz) Motion to request the Los Angeles Department of Water and Power to report on the needs to improve the Los Angeles power grid infrastructure, to property facilitate future investments into sustainable energy methods, and as further requested in this Motion. 22-0532 – (O’Farrell – Krekorian) Motion to direct the City Administrative Officer, Department of General Services, Department of Recreation and Parks, Library Department, and Bureau of Engineering, with the assistance of the Los Angeles Department of Water and Power, and all City Departments as needed, to report with a plan and timeline to end all gas powered vehicle, building appliance and equipment usage and purchases, and as further directed in this Motion. 22-0002-S80 – (O’Farrell – et al. – Price) Resolution to include in the City’s 2021-22 State Legislative Program its position on modifications to the State Budget that increase funding to municipal-owned utilities, localities and jurisdictions for the expanded investments in climate development of public building decarbonization, and electrification and electric vehicle adoption and electric vehicle infrastructure deployment. 22-0578 – (Koretz – Krekorian) Motion to transfer/appropriate funds from the Pipeline Abandonment Engineering Consultant Services line item and Office of Petroleum and Natural Gas line item in the Unappropriated Balance Fund for the abandonment of the Veneco Whittier Crude Oil Pipeline located in Council District Five. 22-0540 – (Koretz – Harris-Dawson) Motion to transfer or appropriate funds from the General City Purposes Fund to the Los Angeles Housing Department to amend the existing General Fund Contract with the Los Angeles Homeless Services Authority (LAHSA) for housing navigators to assist people experiencing homelessness. 22-4118-S5 – (Koretz -Buscaino) Resolution to designate several locations in Council District Five, pursuant to Los Angeles Municipal Code Section 41.18 (c), for enforcement against sitting, lying, sleeping, or storing, using, maintaining, or placing personal property, or otherwise obstructing the public right-of-way. 22-0002-S84 – (O’Farrell – Martinez) Resolution to include in the City’s 2021-22 State Legislative Program its position on extending COVID-19 renter protections, or any initiative that provides funding for renters and landlords. 22-0505 – (Koretz – Harris-Dawson) Motion to assert jurisdiction over the April 13, 2022, West Los Angeles Area Planning Commission action to deny the appeal, and sustain the Zoning Administrator’s Determination, which denied a Zone Variance for on-site wall/monument signs, for the property located at 9760 West Pico Boulevard. 22-0516 – (Koretz – Price – Harris-Dawson) Motion to request the City Attorney prepare and present a draft ordinance with an urgency clause that replaces existing language and amends the Los Angeles Municipal Code, consistent with the proposed ordinance language for the Los Angeles County Code and Emblem Program for Authorized Cannabis Stores. 22-0604 – (O’Farrell – Krekorian) Motion to transfer/appropriate funds from the Neighborhood Service Enhancements line item in the General City Purposes Fund for the installation of new trees in densely populated neighborhoods in the East Hollywood portion of Council District Thirteen. 16-0751-S1 – (Koretz – Harris-Dawson) Motion to amend the Council Action of October 30, 2018, to transfer funds from the Reserve fund to the Unappropriated Balance Fund, inasmuch as the Palms Neighborhood Council never used these funds and they reverted to the General Fund. 22-0607 – (O’Farrell – Krekorian) Motion to transfer/appropriate funds from the Neighborhood Service Enhancements line item in the General City Purposes Fund for curb repainting in Council District Thirteen. Forwarded to full City Council.

22-0608 – (O’Farrell – Cedillo) Motion to authorize the City Engineer to negotiate and execute an agreement with the Resources Legacy Fund (RLF), for the planning, analysis, research, and community outreach associated with the development of the Community Taylor Yard Equity Strategy (TYES). 22-0002-S72 – (Koretz – Bonin) Resolution to include in the City’s 2021-22 State Legislative Program its position on SB 1472 (Stem), which would allow a death resulting from participation in a sideshow, speed exhibition, speeding, or committed by a person who has multiple reckless driving convictions to be charged as vehicular manslaughter. 22-0541 – (O’Farrell – Lee) Motion to appropriate funds from the Council District 13 portion of the Neighborhood Service Enhancements line in the General City Purposes Fund to the various Street Lighting Funds for lighting upgrade projects as further detailed in the context of this motion.
