October Motions from City Councilmembers Katy Yaroslavsky and Hugo Soto-Martinez

Each month, we track the city council motions introduced by our local City Councilmembers Katy Yaroslavsky (CD5) and Hugo Soto-Martinez (CD 13). Motions are the first step in the lengthy process of creating a new city ordinance. Once a motion is filed, it is sent to the appropriate City Council committee(s) for review, discussion, and votes. Tracking individual motions is a good way to stay informed about our Councilmembers’ concerns and activity, as well as specific issues you might be interested in. Animal Services

11-1345-S2 – (Rodriguez – Hutt – Yaroslavsky) Motion to instruct the Department of General Services, with the assistance of the Department of Animal Services, City Administrative Officer, and City Attorney, to negotiate a no-cost, one-year lease or license agreement with Paws for Life K9 Rescue, for the operation of the Northeast Valley Animal Service Center. Celebrations & Commemorations

23-1110 – (Blumenfield – Yaroslavsky) Motion to transfer/appropriate funds from the Heritage Month Celebration and Special Events line item in the General City Purposes Fund for the special recognition in support for the people of Israel on October 8, 2023, including the illumination of City Hall. 23-1205 – (Hernandez for Rodriguez – Soto-Martinez) Motion to transfer/appropriate funds from the Neighborhood Service Enhancements line item in the General City Purposes Fund to be used for the annual Dia de los Muertos festival at Pacoima City Hall. Forwarded to the full City Council.

Energy & Environment

23-1105 – (McOsker – Yaroslavsky) Motion to instruct the Bureau of Sanitation to report on the status of the Watts Civic Center Serenity Greenway as previously proposed in the Measure W – Safe, Clean Water Program. Forwarded to the Energy and Environment Committee.

23-1161 – (McOsker – Yaroslavsky) Motion to request the Controller provide a verbal presentation on the 2023 report titled, This Isn’t Fine: Hottest Summer on Record Calls for a Reboot of LA’s Climate Action Plan. Forwarded to the Energy and Environment Committee.

23-1171 – (Park – Yaroslavsky) Motion to instruct the Department of Recreation and Parks, with the assistance of the City Administrative Officer, to report on the feasibility of installing fishing line recycling containers at Venice Pier. 23-1208 – (Raman – et al. – Soto Martinez) Motion to instruct the City Administrative Officer, with the assistance of the Bureau of Engineering, the Department of Transportation, Department of Recreation and Parks, Department of Water and Power, and any other relevant departments, to report with recommendations to identify funding and an accelerated project completion for the Valley LARiverWay. Ethics

23-1097 – (Yaroslavsky – Raman – Krekorian – Park) Motion to request the City Attorney, in consultation with the City Ethics Commission, City Administrative Officer, and Chief Legislative Officer, to provide a detailed report with recommendations for establishing a permanent Office of Compliance that would proactively assist Councilmembers with identifying and avoiding potential conflicts of interest. 21-0600-S101 – (Hernandez – Yaroslavsky) Motion to instruct the Los Angeles Housing Department to report on the status of the actions approved by the City Council, for the purchase of Hillside Villa Apartments. Forwarded to the Housing and Homelessness Committee.

23-1134 – (Blumenfield – Soto-MartinezYaroslavsky) Motion to authorize the Los Angeles Housing Department to negotiate and execute a sole-source contract with Economic Roundtable, to conduct an economic study of the formula to set the RSO annual allowable rent increase. 23-1206 – (Yaroslavsky – Blumenfield) Motion to direct the City Administrative Officer, in conjunction with the Bureau of Engineering, to report on the feasibility of temporarily closing all or a portion of Cotner Avenue, between Nebraska Avenue and the southerly end of the West Los Angeles Sewer Maintenance Yard, for temporary RV homeless housing; and the Bureaus of Street Services and Sanitation, and Water and Power Department to report on the utilization of their properties. 21-1428-S2 – (Raman – Soto-Martinez) Motion to extend Contract C-139988 with Daeco Management, LLC, for continuing homeless housing consultation services in Council District Four. Forwarded to the full City Council.

20-0407-S1 – (Soto-Martinez – Hernandez) Motion to request the City Attorney draft an ordinance disallowing rent increases for units covered under the Rent Stabilization Ordinance, until July 31, 2024. Forwarded to the Housing and Homelessness Committee.

23-1193 – (Hutt – Soto-Martinez) Motion to sell three Caterpillar Diesel Truck Tractors, one Dumpster Trailer, and one 2010 FRTLN Motor Sweeper to the City of Ensenada, at below market value, in accordance with Los Angeles Administrative Code Section 22.547. 21-0717-S2 – (Price – Soto-Martinez) Motion to authorize the Community Investment for Families Department to amend the City Contract No. C-139859 with The Trustees of the University of Pennsylvania, to extend the term of the contract through December 31, 2024. 23-1113 – (Soto-Martinez – Hutt) Motion to direct the Department of Neighborhood Empowerment to report on technology, support and other resources needed to provide Neighborhood Councils with the ability to meet virtually through the end of Fiscal Year 2024-25. 23-1111 – (Raman – Soto-Martinez) Motion to direct the Department of Transportation to fabricate and install official City of Los Angeles community signs recognizing the Outpost Estates, within the established community boundaries. Forwarded to the Transportation Committee.

23-1189 – (Soto-Martinez – et al. – Lee) Motion to direct the Community Investment for Families Department to report with an overview of non-transportation related fines and fees, and the Department of Transportation on transportation related fines and fees, and alternative methods to achieve intended policy outcomes. 23-1196 – (Soto-Martinez – et al. – Blumenfield) Motion to request the City Attorney work with the San Francisco City Attorney in support of the application for a rehearing on the California Public Utilities Commission’s decisions on Resolution TL-19145 and TL19144 allowing Waymo LLC and Cruise LLC to expand driverless autonomous vehicle paid-passenger services. 23-1210 – (Raman – et al. – Soto-Martinez) Motion to instruct the Department of Transportation to report with a draft policy and implementation plan to modify signal timing citywide to run traffic signals free or with reduced cycle lengths prioritizing people crossing the street by means other than motor vehicles, balancing this need with speed and reliability objectives of public transit buses and trains. Water

21-0540-S1 – (Yaroslavsky – McOsker) Motion to authorize the Bureau of Sanitation to apply, negotiate, accept, execute, and submit all documents necessary to secure and disperse grant funds from the State Water Resources Control Board’s California Water and Wastewater Extended Arrearage Payment Program.
