October Motions from City Councilmembers O’Farrell & Koretz

 

Each month, we track the city council motions introduced by our two local city council representatives, Paul Koretz (CD 5) and Mitch O’Farrell (CD 13).

Motions are the first step – but only the first step – in the lengthy process of creating a new city ordinance. Once a motion is filed, it is sent to the appropriate City Council committee(s) for review, discussion, and votes on whether or not to advance the motion to other committees and/or the full City Council for further action – a process which can take weeks, months or, in some cases with very complex issues, years.

But lots of information is available about each motion, at every step of its journey through the Council process. And tracking individual motions is a good way to keep abreast of our Councilmembers’ concerns and activity. We hope these monthly columns help our readers learn more about the specific motions our local Council Members propose each month, and will help you follow – right from the beginning – specific issues you might find interesting or particularly important. Animal Services, Shelters & Welfare

 

22-1171 – (KoretzO’Farrell) Motion to appropriate funds from the Council District 5 Portion of the General City Purposes Trust Fund to the Animal Welfare Trust to provide services for out-of-kennel enrichment for dogs who are behaviorally challenging for staff to handle. 22-1174 – (Koretz -Blumenfield) Motion relative to the Animal Services and Personnel report with a review of the qualifications for the position of Animal Care Technician and the training regimen offered to new hires to determine whether and how both can be upgraded. 22-1175 – (KoretzO’Farrell) Motion to instruct the Department of Animal Services to develop a program for the annual promotion of Spay/Neuter and the City’s Spay/Neuter law. Forwarded to Personnel, Audits, and Animal Welfare Committee.

22-1179 – (KoretzO’Farrell) Motion to instruct the Department of Animal Services to fully utilize the Orange List to be sure that organizations and individual who would be willing to cover the costs of expensive veterinary care are always notified and given the opportunity to save the lives of these sick and injured animals. 22-1180 – (Koretz – Blumenfield) Motion to instruct the Department of Animal Services to report the cost to optimally run the Department, including funding all seven City-Owned shelters, a robust Citywide Cat Program and an enhanced, robust Spay and Neuter program. 22-1181 – (Koretz – Blumenfield) Motion to instruct the Department of Animal Services and requesting the City Attorney to report with the goal of establishing a plan for reinvigorating the Animal Cruelty Task Force as soon as possible. Forwarded to Personnel, Audits, and Animal Welfare Committee.

22-1183 – (Koretz – Blumenfield) Motion to instruct the Department of Animal Services to report on incorporation of Targeted Local Hire trainees into its shelter operations and ways the program could be improved. Forwarded to Personnel, Audits, and Animal Welfare Committee.

22-1184 – (KoretzO’Farrell) Motion to instruct the Department of Animal Services to report with a plan to ensure the best possible treatment of cats, rabbits and all other small animals by both staff and volunteers during their stays at City animal shelters. 22-1185 – (Koretz – Blumenfield) Motion to instruct the Department of Animal Services to report with its plan to ensure that a joint Labor-Management Committee is fully and regularly operational to enhance department performance. Forwarded to Personnel, Audits, and Animal Welfare Committee.

22-1187 –  (KoretzO’Farrell) Motion to instruct the Department of Animal Services to report on a plan to ensure that all dogs in its shelters are regularly exercised and properly attended to, including resources necessary to accomplish this goal. 22-1261 – (Hutt – O’Farrell) Motion to transfer/appropriate of funds from the General City Purposes Fund to close City Parking Lot No. 625 on October 14, 2022, during the hours of 7:00 p.m. to 10:00 p.m. Forwarded to full City Council.

22-1263 – (O’Farrell – Blumenfield) Motion to initiate consideration of the property located at 6480 West Santa Monica Boulevard, as a City Historic-Cultural Monument, and instructing the Department of City Planning to prepare the application for review and consideration of the Cultural Heritage Commission. 22-1270 – (Price – O’Farrell) Motion to approve funds for City services associated with Academy of Television Arts and Sciences to hold the 74th Primetime Emmy Awards at the Microsoft Theater. Forwarded to full City Council.

22-1280 – (Lee – Koretz) Motion to transfer/appropriate funds from the Mayor’s portion of the Heritage Month and Special Events line item in the General City Purposes Fund for services in connection with the Mayor’s special recognition on October 28, 2022, for the 100-year celebration of the regional landmark the Rose Bowl, including the illumination of City Hall. 22-1291 – (Lee – O’Farrell) Motion to approve the street banner campaign organized by the Granada Hills Community Foundation to recognize and celebrate the 2022 Granada Hills Holiday Parade, on December 4, 2022, as a City of Los Angeles Event Street Banner Program. 21-0875-S1 – (O’Farrell – Martinez) Motion to amend the contract with Urban Alchemy to include the neighborhoods of Rampart Village, Historic Filipinotown and Echo Park in the City’s Crisis and Incident Response through Community-led Engagement (CIRCLE) program beginning in the first quarter of 2023. 22-0010-S22 – (O’Farrell – Hutt) Motion to offer a reward for information leading to the identification, apprehension, and conviction of the persons responsible for the sexual assault of a female victim, in the vicinity of Echo Park Lake, on October 9, 2022. Forwarded to full City Council.

22-1158 – (O’Farrell – Krekorian) Motion that the City Council request the Department of Water and Power to report on its Comprehensive Affordable Multifamily Retrofits Program implementation and the metrics it is utilizing to measure progress towards achieving Program goals. 22-1178 – (O’Farrell – Krekorian) Motion to instruct the Bureau of Sanitation, with assistance from relevant City Departments, in consultation with the Los Angeles-Orange County Building Trades Council, to report back with recommendations for gray-water reuse systems onsite for new developments as detailed in the context of this motion. 22-1186 – (O’FarrellKoretz) Motion to instruct the Los Angeles Department of Water and Power to examine the potential to generate photovoltaic power over the Los Angeles Aqueduct, including state and federal grant options, and create a report outlining water evaporation issues specific to the Los Angeles Aqueduct, with the dual goal of reducing water evaporation and generating power. 22-1154 – (Buscaino – Lee – O’Farrell) Motion to request that the City Attorney, with assistance of the City Tourism Department, Bureau of Street Services and all other relevant departments, prepare and present an agreement within 30 days with IKE Smart City, LLC, utilizing the competitive RFP process conducted by the City of Houston, Texas for the installation and maintenance of interactive kiosks in the City of Los Angeles. 22-1176 – (KortezO’Farrell – Blumenfield) Motion to instruct the Chief Legislative Analyst to review the City’s volunteer programs and make recommendations with regard to the possibility of creating a centralized program that would handle the processing of applications and oversight of any disciplinary procedures determined to be necessary. 22-1241 – (Koretz – Blumenfield) Resolution to adopt the non-legally binding International Holocaust Remembrance Alliance (IHRA) definition of antisemitism and to request City departments, staff, elected and appointed officials, and contract agencies to familiarize themselves with the IHRA definition. Motion to request the Ethics Commission, with assistance of the Chief Legislative Analyst and the City Attorney, report on the feasibility of allowing candidates for the Los Angeles Unified School District Board of Education to participate in the Public Matching Funds Program. Redistricting & Audio Recording Scandal Aftermath

 

22-1189 – (Krekorian – et al. – Koretz) Motion that the City Council of Los Angeles resolves that Councilmembers Nury Martinez, Kevin De Leon and Gil Cedillo are hereby censured for their conduct and statements during the referenced meeting of October 2021, and the Council joins the community in demanding their immediate resignation from the Council. Forwarded to the Rules, Elections, and Intergovernmental Relations Committee.

22-1193 – (O’Farrell – Price – et al.) Motion to hold an election to fill the office of Council President in order to replace the previously elected President who has resigned from that office. Forwarded to full City Council.

22-1195 – (Blumenfield – Rodriguez – Price – O’Farrell) Motion to resolve, pursuant to Charter 209, to censure Councilmembers Cedillo, DeLeon and Martinez for their racially insensitive and divisive statements, as reported in the media, which constitute a gross failure to conform with and meet the highest standards of personal and professional conduct, even if their actions do not constitute a ground for removal from office under the Charter. 22-1196 – (O’Farrell – Raman – et al.) Motion to take the steps needed to place a charter reform ballot initiative before the voters of Los Angeles in 2024, with recommendations that ensure representation is fixed to population growth, and an outline for a redistricting process to implement such updated reforms. 22-1232 – (Koretz – et al. – Raman – et al.) Motion to request the City Attorney prepare and present documents necessary for a ballot measure based on the recommendations of the Ad Hoc Charter Reform Subcommittee and approved by the City Ethics Commission. 22-1234 – (Rodriguez – O’Farrell – Raman) Motion to instruct the City Clerk, in consultation with the City Attorney, to report on recommendations to call a Special Election to fill the vacancy in the office of Councilmember for Council District Six. 22-1260 – (O’Farrell – Krekorian – Hutt) Motion to hold an election at the next available Council meeting for the position of President Pro Tempore and calling for an election to elect Councilmember Curren Price as President Pro Tempore. Forwarded to full City Council.

22-0011-S12 – (Koretz – Raman) Motion to transfer/appropriate funds from the Street Furniture Revenue Fund for Department to the Transportation Fund for the purchase, installation, and operation of two new solar speed feedback signs on southbound and northbound Benedict Canyon Drive.
