October Motions from City Councilmembers Raman and Koretz

 

Each month, we track the city council motions introduced by our two local city council representatives, Nithya Raman (CD 4) and Paul Koretz (CD 5). Motions are the first step – but only the first step – in the lengthy process of creating a new city ordinance. Once a motion is filed, it is sent to the appropriate City Council committee(s) for more thorough review, discussion, and votes on whether or not to advance the motion to other committees and/or the full City Council for further action – a process which can take weeks, months or, in some cases with very complex issues, years.

But lots of information is available about each motion being considered by the city, at every step of its journey through the Council process, and tracking individual motions is a good way to keep abreast of our Councilmembers’ concerns and activity. We hope these monthly columns will help our readers learn more about the specific motions our local Council Members propose each month, and will help you follow – right from the beginning – specific issues you might find interesting or particularly important. 21-1127 – (de Leon – Raman) Motion to transfer/appropriate funds from the Heritage General City Purposes Fund for services in connection with the Mayor’s Illumination of City Hall in support of our immigrant community in Los Angeles and across the country. Forwarded to: full City Council.

21-0002-S177 – (O’Farrell – Koretz – Martinez) Motion to include in the City’s 2021-22 State Legislative Program its position on legislative and/or administrative action to immediately replace the name of the portions of Interstate 10 currently designated as “Christopher Columbus Transcontinental Highway,” with an Indigenous name. 21-0878-S1 – (Buscaino – Krekorian – Koretz) Motion to request the City Attorney prepare and present an ordinance to amend the Los Angeles Municipal Code (LAMC) to make it a criminal offense to harass, intimidate, obstruct or interfere with any employee that is enforcing the provisions of Article 10 to Chapter XX of the LAMC; and as further directed in this Motion. 21-0002-S175 – (RamanKoretz – Ridley-Thomas) Motion to include in the City’s 2021-22 State Legislative Program its position on legislation or administrative action to rapidly decarbonize the maritime shipping industry and to create zero-emission shipping corridors along the California coast, the West Coast of the United States, and across the trans-Pacific trade route. 21-0002-S176 – (Bonin – Koretz) Motion to included in the City’s 2021-22 State Legislative Program its position on any federal, administrative or Congressional action that would permanently bar new leases for the exploration, development, or production of oil or natural gas in coastal waters of the United States; and decommission existing oil and gas pipelines and platforms. 21-1136 – (Bonin – Krekorian – Koretz) Motion to instruct the Los Angeles World Airports to report on opportunities to generate power via renewable sources across the properties it owns, recommendations to increase the use of sustainable aviation fuels, and as further instructed in this Motion. 21-1142 – (Bonin – et al. – Raman) Motion to request the Board of Airport Commissioners direct the Los Angeles World Airports, in collaboration with the City of Los Angeles and airport trade and services unions, to enter into into a Memorandum of Understanding (MOU) covering airport workers to address economic and environmental concerns. 21-1167 – (Koretz – O’Farrell – Rodriguez) Motion to direct the Department of Emergency Management, in consultation with the Emergency Mobilization Office, to report on the status of the City’s extreme heat preparedness efforts and recommendations for improvement; and as further directed in this Motion. 21-1208 – (O’Farrell – Koretz – Krekorian) Motion to instruct the Bureau of Sanitation to report on the steps necessary to comply with the CalRecycle regulations to reduce organic waste disposal by 75 percent, by 2025, and the ability to develop a phased approach to compliance. 21-1118 – (Koretz – Harris-Dawson) Motion to request the City Controller, with the assistance of the Los Angeles Police Department and City Attorney as needed, undertake an audit of all previous and ongoing gun violence prevention programs and policies implemented in the City to determine the efficacy of those programs. 21-0002-S185 – (Koretz – Blumenfield – Krekorian) Motion to include in the City’s 2021-22 State Legislative Program its position on any legislation and/or administrative action that will eliminate live guns and ammunition from the sets of television and motion picture productions. 21-4118-S9 – (Koretz – Krekorian) Motion to designate several Council District Five locations listed in this Resolution, pursuant to Los Angeles Municipal Code Section 41.18 (c), for enforcement against sitting, lying, sleeping, or storing, using, maintaining, or placing personal property, or otherwise obstructing the public right-of-way. 21-1183 – (Buscaino – Koretz) Motion to adopt a TEFRA Resolution approving the issuance of bonds for the new construction of a 64-unit multifamily housing project located at 841 North Banning Boulevard, in Council District 15. Forwarded to:  full City Council.

14-1057-S9 – (Buscaino – Koretz) relative to directing the City Administrative Officer to prepare and release a Request for Proposals for the administration and operation of a free permit program for vehicle dwelling on City streets; and presenting and adopting a draft Ordinance to amend Los Angeles Municipal Code Section 85.02. 20-0789-S1 – (Koretz – Krekorian) Motion to confirm that the Wilshire Gayley project has provided all information related to the Wilshire Gayley project design to Metro for its studies, and instructing the Bureau of Engineering to consider whether the Los Angeles Department of Building and Safety should issue the building permits. 21-0002-S180 – (Raman – Price) Motion to include in the City’s 2021-22 State Legislative Program its position on AB 1256 (Quirk) to prohibit employers from discriminating against hiring, or from terminating, a person who has tested positive for having non-psychoactive cannabis metabolites in their urine, hair, or bodily fluids, which do not correlate with on-the-job impairment.  Forwarded to: Rules, Elections, and Intergovernmental Relations Committee.

21-1206 – (Koretz – Buscaino) Motion to transfer/appropriate funds from General City Purposes Fund for the deployment of Street Use Investigators to make sure compliance and safety measures on public rights of ways and public spaces are adhered to, within Council District Five. 21-1255 – (Raman – Buscaino – Koretz) Motion to instruct the Information Technology Agency, with support from relevant City departments, as needed, to report with recommendations to modernize the City’s online presence, to ensure the website content is accessible for a single, user-friendly website and internet domain, and as further instructed in this Motion. 21-1257 – (Krekorian – Blumenfield – Raman) Motion to authorize the Los Angeles Zoo to accept the Shuttered Venue Operators Grant award from the United States Small Business Administration, for the qualifying performance period of March 1, 2020 through December 31, 2021. 20-0668-S5 – (Krekorian – Martinez – Raman) Motion to instruct the Chief Legislative Analyst to report on how the Los Angeles City Council Redistricting Commission expended its appropriated taxpayer funds, how it selected contractors, conducted outreach, and ensured maximum participation of all communities of interest. 21-1119 – (Bonin –Koretz) Motion to request the City Attorney prepare and present an ordinance to require businesses located in the Venice neighborhood that rent motorized scooters, electric personal assistive mobility devices, e-bikes, or similar devices that are prohibited from either Ocean Front Walk and/or the Marvin Braude Beach Bike Path, to comply with the requirements listed in this Motion. 21-1242 – (Koretz – Bonin) Motion to approve a boundary change of Preferential Parking District No. 1 and alternate restrictions, and authorizing the Los Angeles Department of Transportation to post or remove the Parking Permit restrictions, as described in this Resolution.
