Local HPOZ Boards Getting New Members

Two local HPOZ (Historic Preservation Overaly Zone) Boards are welcoming new members and thanking former members for their work in helping preserve the historic nature of our neighborhoods. Two architects, Caroline Labiner Moser and John Kaliski, were recently appointed by the Cultural Heritage Commission (CHC)  to fulfill the ‘architect’ positions on two separate HPOZ Boards.

The Windsor Square Association HPOZ Board said farewell to architect Mary Pickhardt who served for nearly a half dozen years. “It’s such a positive thing to see in the years since we’ve had our HPOZ, that the culture of preservation has changed and grown,” Pickhardt told the Larchmont Buzz in a phone interview. “It’s good for preservation, but also for our property values.”

Taking Pickhardt’s position, Caroline Labiner Moser has had experience serving on the Harvard Heights HPOZ Board, and will now move over to the Windsor Square HPOZ, where she lives.  “I believe we have about 85% original contributing structures in Windsor Square,” Moser said. “We know how important it is to have the support of home owners who maintain these lovely buildings, and we want to be of help to them.”

Both Moser and Pickhardt noted that the Preservation Plan for Windsor Square, which in essense is the working guide book for community preservation, needs to be updated. “It was one of the first plans to be written and needs to be more specific,” Pickhardt said. “We are asking the city to update it to the standards and guidelines similar to other community’s HPOZ Preservation Plans.”

Architect John Kaliski was cofirmed as the architectural representative on the “Triplets HPOZ”, the HPOZ that encompasses Windsor Village, Country Club Park and Wilshire Park. Kaliski lives in Windsor Village and has served for years on the Land Use Committee of the Greater Wilshire Neighborhood Council (GWNC), and operates his architecture practice out of the historic Wiltern building on Wilshire Blvd.

The “Triplets” HPOZ Board is seeing a rotation of a number of people as the volunteers reach the end of five year terms. Suzanne Wilton served as the chair of the committee for many years, and will be retiring from the board along with members Judy Reidel and  Joanne McKenzie. Along with Kaliski, it is expected Douglas Woods and Judith Wyle will take positions on the new board.

In Windsor Square, Matthew Artukovich serves as Chairperson on the HPOZ, and is supported by boardmembers Andrew Woodward, Patricia Benner, and Priscilla Wright. Boardmembers remaining on the Country Club Park-Wilshire Park-Windsor Village HPOZ include Tom Smith, Ernest Bufford, Yomg Park and Robby O’Donnell.

Congratulations to all the past and present HPOZ Boardmembers who give their time and energies to these volunteer positions, helping maintain the historic nature of our neighborhoods.

  1. Correction: The name is Judith Wyle, not Judith Wyles,. Ms. Wyle has a Masters in Architecture and has been a design professional in architectural design, set design, art direction, museum exhibition/facility design, and historical restoration for decades. She looks forward to being interviewed and, with any luck, installed, on the triplets HPOZ board on July 16th.
