Each month, we track the city council motions introduced by our local City Councilmembers Katy Yaroslavsky (CD5) and Hugo Soto-Martinez (CD 13). Motions are the first step in the lengthy process of creating a new city ordinance. Once a motion is filed, it is sent to the appropriate City Council committee(s) for review, discussion, and votes. Tracking individual motions is a good way to stay informed about our Councilmembers’ concerns and activity, as well as specific issues you might be interested in. 21-1035-S2 – (Yaroslavsky – Hernandez) Motion to transfer/appropriate funds from the Heritage Month Celebration and Special Events line item in the General City Purposes Fund for services in connection with the Council District Seven special recognition of Ovarian Cancer Awareness Month, on September 6, 2023, including the illumination of City Hall. 23-1017 – (Raman – Soto-Martinez) Motion to transfer/appropriate funds from the Unappropriated Balance Fund for services in connection with the Council District Four special observance of the First Year Anniversary of Mahsa Amini’s death, on September 20-24, 2023, including the illumination of City Hall and the Sixth Street Viaduct. 23-0932 – (Soto-Martinez – McOsker – Yaroslavsky) Motion to direct the Chief Legislative Analyst, in consultation with the Bureau of Contract Administration’s Office of Wage Standards (OWS) and the City Attorney, to report with recommendations on increasing the authority and capability of OWS to enforce claims against employers for Overtime, Meal Break, Rest Break, Late Pay, Tips and Gratuities violations. 23-0934 – (Soto-Martinez – McOsker – Harris-Dawson) Motion to direct the Chief Legislative Analyst, in consultation with the Bureau of Contract Administration, the Civil + Human Rights and Equity Department (CHRED), and the City Attorney, to report with an analysis on how the Office of Wage Standards and CHRED can better coordinate responsibilities and workloads. 19-0093-S1 – (Hernandez – Yaroslavsky) Motion to authorize the Controller to transfer funds from the Integrated Solid Waste Management Fund and the Early Activation Project MICLA FY 16/17 Fund, to initiate the asbestos abatement portion of the remediation work at the Taylor Yard G2 Parcel. 23-1072 – (Yaroslavsky – Blumenfield) Motion to direct the Department of Building and Safety and the Department of Water and Power, in consultation with Bureau of Sanitation, Department of Recreation and Parks, City Attorney, and any other relevant departments, to report on opportunities to strengthen the City’s water conservation efforts for residential, industrial, and commercial uses. 23-0928 – (Hernandez – Yaroslavsky) Motion to allocate AB1290 funds to People Assisting the Homeless (PATH) to continue homeless service programs in Council District 1. Forwarded to the full City Council.

23-0930 – (Yaroslavsky for Raman – Hernandez) Motion to request the City Attorney, with the Los Angeles Housing Department and any other relevant departments, to report on the adequacy of the City’s mechanisms to ensure that the protections set forth in state law for first right of refusal, right of return at original rents, relocation payment, and payment of damages are enforced and communicated to tenants and property owners throughout the ten year compliance period. 23-0931 – (Soto-Martinez for Raman – Blumenfield) Motion to instruct the Los Angeles Homeless Services Authority (LAHSA), with the assistance of the CLA, CAO, and the LAHD, to report regarding exits from interim housing sites due to a break of participant agreements; and, related matter. 21-1230-S4 – (Soto-Martinez – Harris-Dawson – Hutt) Motion to direct the Department of City Planning, with assistance from the City Attorney, to prepare and present an ordinance, which would amend Section 12.04.09 of the Los Angeles Municipal Code, to remove zoning and density restrictions that would limit the amount of housing produced in Public Facilities Zones and any City owned parcels. 23-0600-S13 – (Soto-Martinez – Harris-Dawson) Motion to initiate any necessary General Plan Amendments, and zoning and code amendments, to increase housing, prevent displacement, and disincentivize car-centric uses for the Hollywood Community Plan. 23-1058 – (Raman – Soto-Martinez – Hutt) Motion to instruct the Department of Transportation, with assistance from the Bureau of Engineering and any other relevant departments, to report with recommendations and cost estimates to add pedestrian connectivity on the west side of Glendale Boulevard, from the end of the existing sidewalk at Fletcher Drive, south to the existing sidewalk near 2505 Glendale Boulevard; and create and/or improve ADA accessibility.
