ICO Vote Delayed for Sycamore Square, Brookside

A vote by the full City Council to adopt an Interim Control Ordinance (ICO) for the Brookside and Sycamore Square neighborhoods, along with the Sherman Oaks Neighborhood Council area, scheduled for yesterday, October 21, has been delayed until next week.  The ICO would place a temporary moratorium on building permits for single family lots in those neighborhoods, and prevent teardowns, while the city revises its Baseline Mansionization Ordinance to close loopholes that have allowed oversize replacement homes to proliferate.

According to CD4 Communications Director Estevan Montemayor, the vote was tabled until next week because City Council Member David Ryu has amended the original motion, which was based on square footage calculations and other provisions of a similar ICO originally established for the Studio City area.  During discussions on the motion at the Council’s Planning and Land Use Management Committee on October 6, several residents of Brookside and Sycamore Square spoke in favor of even more restrictive rules, as proposed in an ICO originally drafted for the Beverly Grove neighborhood.  Ryu’s amendment, introduced yesterday, revises the proposed ICO language for Brookside and Sycamore Square to include the Beverly Grove provisions instead of the Studio City provisions (Sherman Oaks will still be governed by the Studio City rules).  According to Montemayor, that precise wording of the revised ordinance will take a few more days to finalize…so the full Council vote on the amended motion is now scheduled for October 28.
